Social and Behavior Change Program Manager – Kenya

The Nawiri program is funded by USAID’s Office of Humanitarian Assistance (BHA). Its objective is to provide a multi-sector package of services to strengthen local institutions to sustainably reduce persistent acute malnutrition among vulnerable sub-populations in Isiolo and Marsabit counties in Kenya. The project moved from a 2-year research phase informing Nawiri program priorities and pathways for change, to a 3-year implementation phase to implement these evidence-based interventions at scale.
DUTIES AND RESPONSIBILITIES
The Social and Behavior Change Program Manager will work closely with the SBC Integration Advisor to support the implementation of the implementation of cross-cutting social and behavior change activities in Marsabit County, Kenya. This position will report directly to Nawiri’s SBC Onboarding Advisor, as well as TMG’s Senior Social and Behavior Change Advisor for Nawiri, based in the US. This position will work closely with the Isiolo County Social and Behavior Change Program Manager to ensure cross-learning of the program between the two counties.
The position will be based in Marsabit County, one of Nawiri’s implementing counties and will be responsible for ensuring that all SBC activities support the delivery of Nawiri’s integrated behavior change activities in Marsabit County . The position will be responsible for the timely implementation of all SBC-related activities based on the designed SBC practices, capturing lessons learned and using them to inform iteration of strategies. The SBC Officer will also play a lead role in coordinating with all project staff and consortium partners to adhere to the SBC strategy and approach in Marsabit County. The Social and Behavior Change (SBC) Officer will provide comprehensive technical assistance to support the design, implementation and monitoring of social behavior change strategies and activities across and within program interventions.
Specific tasks include:
Strategy and business development and planning
- The individual will participate in the preparation of any necessary SBC related materials, development of supporting materials, pre-testing and onboarding as directed by the SBC Onboarding Advisor for the implementation of Nawiri’s activity .
- Work closely with Nawiri implementing consortium partners and other organizations working in the same area to plan and integrate activities targeting the same community.
Implementation and coordination of SBC activities
In line with the agreed strategy and Detailed Implementation Plan (DIP) of Nawiri, the Program Officer will oversee the roll out of CCS activities in the designated county including
- Coordinate the monitoring of activities as designed in Nawiri’s SBC strategy
- Ensure timely implementation of all SBC related activities based on the strategies developed by Nawiri SBC and the Nawiri DIP.
- Coordinate with all project staff and consortium partners to adhere to SBC strategy and approaches.
- Work closely with project technical and management staff to generate stakeholder inputs and support the development of implementation plans that incorporate SBC strategies, at all levels.
- Work with frontline service providers, including community mobilizers, conversation and community engagement teams working in Nawiri’s various response approaches to ensure quality roll-out of SBC interventions in communities and households .
Capacity building, mentoring and development
- Identify sector-specific CCS champions to drive the implementation of CCS activities, build their capacity in CCS, support, mentor and monitor the implementation/integration of their sector-specific CCS interventions to ensure the overall quality of the program.
- Capacity building of various county teams, providers, community and Nawiri LIPs (Caritas) on behavior-based and human-centered design activities and approaches
- Lead and motivate community resource people (e.g. CHWs) to ensure effective project implementation.
- Train and mentor community-level change agents (i.e. interpersonal communication agents, community mobilizers, other community stakeholders) in the use of the Nawiri SBC strategy and engagement with priority audience segments.
- Work with local implementing partners, community-based organizations (CBOs), faith-based organizations (FBOs) to define desired contextual behaviors and community expectations and structures for behavior adoption.
- Form community groups, committees and teams to implement Nawiri SBC activities, including storytelling and IPC activities.
- Work with Nawiri implementing partners and community leaders to implement social accountability strategies for behavior change and provide leadership and support as needed and regularly assess performance.
- Build the capacity of Nawiri implementation teams and community resource people to co-create and integrate Nawiri’s CCS strategies, and to ensure they have the skills and knowledge required to implement implements SBC interventions as needed.
Monitoring, evaluation and documentation
- Participate in Nawiri quarterly and annual work planning process in close collaboration with Nawiri implementation teams in Marsabit County and sub-county government teams and project staff
- Prepare high quality narrative reports as required, ensuring they are submitted for review in a timely manner. This will involve compiling information from a range of project staff and implementing partners
- Serve as a center of technical knowledge, skills and experience for Nawiri SBC in Marsabit County by documenting and sharing best practices and innovations for replication and advocacy with the accountability and learning team.
- Work closely with monitoring, evaluation, accountability, learning and research teams to ensure that all monitoring plans, reviews, accountability, learning and evaluations related to CSC are in line with donor guidelines and are implemented as needed.
- Facilitate appropriate dissemination and documentation of CCS-related good practices and lessons learned from the project internally and externally to donors, county governments, consortium partners and other key stakeholders for use in adaptive programming to an immediate and sustained reduction in acute malnutrition.
KNOWLEDGE, SKILLS AND BACKGROUND
- 3-5 years of experience in designing and implementing evidence-based behavior change strategies in Kenya, ideally, but not necessarily, related to nutrition, agriculture or food security of children young children
- Understands the concepts of social and behavior change and keeps abreast of the latest developments in the field
- Experience working in ASALs and on behavior change interventions in ASAL areas in Kenya.
- Able to build consensus among partners and stakeholders at different levels
- Strategic thinker who enjoys creative and innovative concepts, processes and product development
- Strong collaborator able to work with colleagues from different backgrounds to develop new ideas and perspectives
- Demonstrated ability to articulate concepts well in writing and orally
- Proficiency in MS Office and internet applications required
- Bachelor’s degree or higher in one of the following or related fields: anthropology, sociology, psychology, marketing, communication or international public health/nutrition with a specialization in behavioral sciences
- 3-5 years of relevant experience in nutrition and/or health behavior change activities in the ASAL region, experience in Marsabit County is a plus
- Demonstrated success in applying behavior change theory and approaches in the field
- Demonstrated success working with local government and NGO stakeholders
- Demonstrated ability in group facilitation at the community and county level
- Must be authorized to work in Kenya
